Scott Dickinson Welcomes Historic Investment in Social and Affordable Housing that will benefit Northumberland

Scott Dickinson MBE, Leader of the Northumberland Labour Group, has welcomed today’s announcement of the biggest boost to social and affordable housing investment in a generation, calling it a “transformational opportunity” for families and communities across the county.

As part of the Government’s new Spending Review, Chancellor Rachel Reeves is expected to confirm a £39 billion Affordable Homes Programme to be rolled out over the next decade. The plan is a central part of Labour’s mission to tackle the housing crisis, unlock economic growth, and deliver the 1.5 million homes Britain urgently needs.

“This is a game-changing moment for Northumberland,” said Cllr Dickinson. “For too long, our communities have been held back by a lack of affordable homes and long waiting lists. This announcement gives us the long-term certainty and resources we need to build for the future and ensure every resident has access to a safe, secure, and high-quality home.”

The new programme represents a significant step change from the previous Conservative government’s approach. Their most recent five-year housing plan (2021–2026) delivered only £11.5 billion in funding – an average of £2.3 billion per year. In contrast, Labour’s new plan will nearly double that figure, reaching £4 billion annually by the end of this Parliament.

In addition, a ten-year social rent settlement will be introduced from 2026, giving housing providers the financial security to build and maintain homes while ensuring that rents remain affordable. The policy will cap rent increases at CPI +1%, protecting tenants and enabling long-term investment.

“This isn’t just about bricks and mortar – it’s about giving young people a reason to stay in Northumberland, supporting working families, and providing dignity in retirement,” Dickinson added. “Labour’s commitment to real, lasting change is exactly what this county needs.”

The investment will be further supported by ongoing reforms to the planning system, which the Office for Budget Responsibility has estimated will contribute £6.8 billion to the economy and drive housebuilding to its highest levels in 40 years by 2029/30.
